Necessary conditions

ICTs need to be aligned and linked to development strategies aimed to poverty reduction.

Only putting all interested actors together (governments, private sector, civil society, regional and internacional institutions) in one global network, as indicated in the World Summit on Information Society (WSIS), the ICTs could be led to express their full potential:

• connectivity: to have enough bandwidth. To get this objective telephone line is not enough, while have a city cabled with optical fiber is too expensive. It is needed to install a parabolic antenna for bidirectional connection via satellite; for needed material purchasing, transport and installation about 30000 Euro are needed.
• contents: to assure updated, remarkable and quality contents, through e-learning method;
• competence: to develop the ability of using and managing ICT in the right way;
• interactivity: it is needed the activation of processes in order to allow the possibility to become leading actors in scientific information production.
